CDBG Grant Administration

The City of Lake Ozark requests proposals for grant administration services to assist in a proposed project financed with $300,000 in Community Development Block Grant (CDBG) funds. The CDBG Demolition project application has been approved by the State of Missouri is to eliminate 23 commercial and residential structures in proximity to Lake Ozark’s downtown commercial district. This initiative aims to eliminate slum and blight and address public safety hazards through demolition of dilapidated structures, thereby catalyzing opportunities for new jobs, businesses, and tourism, and revitalizing a key regional tourism hub.

Administration services shall include, but are not limited to, the implementation of the project in conformance with the following CDBG compliance areas: environmental review, financial management, procurement, contract management, labor standards, equal opportunity/civil rights, citizen participation, closeout.

Information provided to the city shall include at a minimum:

  1. The specialized experience and technical competence of the firm with respect to CDBG grant administration.
  2. The past record of performance of the firm with respect to such factors as accessibility to clients, quality of work, and ability to meet schedules
  3. The capability of carrying out all aspects of grant related activities
  4. Cost of services
  5. References from previous clients of related work with the firm within the past five years
  6. Documentation of compliance with E-Verify requirements

Priority weighting in the final selection shall be granted to Criteria 1 and 3 above.

Pista Grit System

Sealed bids will be accepted at the office of the Lake of the Ozarks Regional Wastewater Treatment Plant #1, c/o Alliance Water Resources, Inc., P.O. Box 1985, #3 Anderson Road, Lake Ozark, Missouri, 65049 until 10:30 o’clock a.m. Thursday, March 5, 2026 and there at said office publicly opened and read aloud for removal and replacement of existing Smith & Loveless Pista Grit System with a new Retrofit 5th Gen PISTA-Invorsor System. (No fax or e-mail will be accepted)

 

Bids must be submitted on the Bid Forms provided in the Bidding Documents Package and be accompanied by the bidder’s certified check or bid bond in the amount of five percent (5%) of the total bid. A performance and payment bond will be required of the successful bidder. The successful bidder will also be required to submit a certificate of insurance for worker’s compensation.

 

The prevailing hourly rate of wages, as determined by the Federal Wage Determination and/or the Industrial Commission of Missouri, Annual Wage Order # 31, including amendments, will be complied with on this project, and not less than the prevailing hourly rate of wages as found by the agencies or Court of Appeals shall be paid to all workmen performing work under this contract.

 

No bidder may withdraw his bid within 30 days after the actual date of the opening thereof.

 

The Joint Sewer Board reserves the right to accept or reject any and all bids, when it is determined in the best interest of the Joint Sewer Board to do so, to waive informalities or irregularities, and to determine the lowest responsive and responsible bidder, and to award the contract on that basis. All Bidders must agree that such rejection shall be without liability on the part of the OWNER for any damage or claim brought by any Bidder because of such rejections, nor shall the Bidders seek any recourse of any kind against OWNER because of such rejections. The filing of any Bid in response to this invitation shall constitute an agreement of the Bidder to these conditions.

 

Enrollment in Federal Work Authorization program

Bidders are informed that pursuant to Section 285.530, RSMo, as a condition of the award of any contract in excess of five thousand dollars ($5,000.00), the successful bidder shall, by sworn affidavit and provision of documentation, affirm its enrollment and participation in a federal work authorization program with respect to the employees working in connection to the contracted services. Successful bidders shall also sign an affidavit affirming that it does not knowingly employ any person who is an unauthorized alien in connection to the contracted services.

 

Safety training

Bidders are informed that the Project is subject to the requirements of Section 292.675, RSMo, which requires all contractors or subcontractors doing work on the Project to provide, and require its on-site employees to complete, a ten (10) hour course in construction safety and health approved by the Occupational Safety and Health Administration (“OSHA”) or a similar program approved by the Missouri Department of Labor and Industrial Relations which is at least as stringent as an approved OSHA program. The training must be completed within sixty (60) days of the date work on the Project commences. On-site employees found on the worksite without documentation of the required training shall have twenty (20) days to produce such documentation.

 

Authorized employees

Contractor acknowledges that Section 285.530 RSMo, prohibits any business entity or employer from knowingly employing, hiring for employment, or continuing to employ an unauthorized alien to perform work within the state of Missouri. Contractor therefore covenants that it is not knowingly in violation of subsection 1 of Section 285.530 RSMo, and that it will not knowingly employ, hire for employment, or continue to employ any unauthorized aliens to perform work on the Project, and that its employees are lawfully eligible to work in the United States.

 

Pursuant to Missouri Statute RSMo. 285.530(1), no business entity or employer shall knowingly employ, hire for employment, or continue to employ an unauthorized alien to perform work within the State of Missouri. As a condition for the award of any contract or grant in excess of five-thousand dollars ($5,000.00) by the Cities of Lake Ozark &

Osage Beach Joint Sewer Board to a business entity, the business entity shall by sworn affidavit and provision of documentation, affirm its enrollment and participation in a federal work authorization program with respect to employees working in connection with the contracted services; and sign an affidavit affirming that it does not knowingly employ any person who is an unauthorized alien in connection with the contracted services.
